About Us

The Harrisburg Township Park District (HTPD) was established on February 13, 1934.  The Harrisburg Township Park District currently owns and provides services at three park locations covering approximately 66 acres: Paul Emery Park, Bill Rice Memorial Soccer Complex, and Gaskins City Complex.  There is one main park office building located at Paul Emery Park (921 W. Poplar St., Harrisburg, IL  62946).


The HTPD has appointed an Executive Director responsible for the administration of the Park District.  The HTPD employes 5 to 6 full time staff.   During peak season, the HTPD employs an additional 25 temporary/seasonal workers to provide the needed support for park operations and recreation programs. 


The HTPD is governed by three elected residents of Harrisburg who voluntarily give their services to the community.  The HTPD is a member of the Illinois Association of Park Districts (IAPD).  The operating budget for FY2026 is $1,091,737.40.  The fiscal year begins July 1 and ends June 30.

The Mission of the Harrisburg Township Park District is to enhance the quality of community life by ensuring recreational programming and services to all people regardless of their age, sex, race, religion, socioeconomic status and level of physical or mental ability.
