Blake Emery, Executive Director - Email Blake

Blake has been employed at Harrisburg Township Park District since 2019.  He obtained the National Recreation and Park Association (NRPA) Certified Park and Recreation Professional (CPRP) Certification in 2023.  The CPRP Certification is the national standard for all parks and recreation professionals who want to be at the forefront of their profession.  Attaining the CPRP designation shows that Blake has met education and experience qualifications, and illustrates his commitment to the profession as well as his knowledge and understanding of key concepts within parks and recreation.  This credential validates an individual's knowledge of core concepts like park operations, programming, and administration.

Currently, Blake is working towards his Certified Park and Recreation Executive (CPRE) Certification.  The CPRE Certification  establishes a national standard for managerial, administrative, and executive parks and recreation professionals. This mastery-level credential focuses on the practical knowledge and current real-world skills necessary in today’s changing park and recreation environment.  It is widely recognized as the highest tier of achievement a park and recreation professional can attain, demonstrating leadership, credibility, and advanced expertise to agencies and elected officials.

Jillian Marvel, Recreation Director - Email Jill

Jill has been employed at Harrisburg Township Park District since 2019.  As the Recreation Director she oversees a comprehensive network of community programs, athletic leagues, facility operations, and the Park Pool.  Jill is dedicated to developing accessible, inclusive, and health-focused initiatives for residents of all ages.  She is dedicated to fostering  safe and dynamic environments that promote health, wellness, and community connection.  Jill is currently working towards her Certified Park and Recreation Profession (CPRP) Certification.

Haley McPheron, Administrative Assistant - Email Haley

Haley is a dedicated Administrative Assistant having starting working at Harrisburg Township Park District in 2025.  Haley specializes in operational efficiency, scheduling, and providing exceptional support to management. Known for a proactive approach and positive attitude, Haley is dedicated to keeping operations running flawlessly.  With a strong foundation in customer service, Haley takes pride in being the organized backbone of the office.
